Fernando Langa Ferreira

Founding Partner and Director of Langa & Asociados, with more than four decades of professional experience and a distinguished career in banking law and financial regulation, insurance, civil liability, administrative law, tax law and constitutional law.
He graduated Magna Cum Laude from Universidad Nacional Pedro Henríquez Ureña (UNPHU) in 1986 and has complemented his legal education with executive and legal studies both in the Dominican Republic and abroad, including the Executive MBA and Advanced Management Program at Barna Business School / IESE Business School, as well as the Management Program for Lawyers at Yale University.
His practice encompasses the structuring and execution of civil and commercial agreements, real estate projects, banking and securities transactions, domestic and foreign investments, trusts, and corporate structures, complemented by extensive experience in enforcement proceedings and civil and commercial litigation.
He has actively participated in major legislative and regulatory initiatives in the Dominican Republic. He was appointed legal, financial, and fiduciary advisor to the Consultative Commission for the review of Law No. 189-11 on Mortgage Market Development and Trusts; legal advisor to the Consultative Commission for the amendment of Law No. 146-02 on Insurance and Bonds; participated in the drafting of Law No. 28-23 on Public Trusts and its implementing regulations; and served as a member of the commission related to Law No. 479-08 on Commercial Companies.
He has also maintained an active academic career as a professor and lecturer. He taught in the Master’s Program in Insurance at Universidad Iberoamericana (UNIBE), where he received the Academic Excellence Award as Professor of the Year, and has participated as a speaker in numerous conferences and specialized programs on insurance, civil liability, financial and fiduciary law, and regulatory compliance.
At the institutional level, he has served on the governing bodies of Grupo APEC and the Dominican Association of Business Lawyers (ADAE), and currently serves as a member of the Board of the Banco de Alimentos de Santo Domingo. He has also been appointed as a member of the Organizing Committee and the Technical Committee of the Philanthropic Trust for the Santo Domingo 2026 Central American and Caribbean Games.
